Whether on the basis of allegations leveled, offence under
Section 354 IPC is made out or not is a question which can always
be addressed at the time of framing of charge. Petitioners, if so
advised, may argue the same at the time of framing of charge.
Petitioners are granted liberty to file written arguments in support
of contentions raised herein before the trial court.

In view of above, present petition is disposed of by directing
the trial court to pass a detailed speaking order whether offence
under Section 354 IPC is made out or not.
