22. Power of the Central Government to issue directions to Development Councils
In the exercise of its functions under this Act, every Development Council shall be guided by such instructions as may be given to it bi, the Central Government and such instructions may include directions relating to the manner in which, and the purpose for which, any, proceeds of the cess levied under section 9 which may have been handed over to it, shall be expanded.
