The time limit for filing appeals under the Punjab Land Reforms Act is governed be Section 81 of the Punjab Tenancy Act,1887, which is admittedly a special and local law and that being so, the time limit mentioned therein is to be adhered to strictly and cannot be extended by having recourse to the provisions of Limitation Act which is not applicable to cases where the limitation for filing appeals etc. has been prescribed in any special or local law as discussed in para 4 above.
