how to send a hardcopy of RTI or first appeal in lockdown or how to send a hardcopy of RTI for which online portal is not available?
Methods for filing RTI or first appeal during lockdown; or in case RTI office is far from your home and they do no have online portal to file RTI.
First make an account on electronic postal order website. This website can be used to obtain postal order for RTI:https://www.epostoffice.gov.in/eIPO/Loginpage.aspx
After obtaining postal order for RTI fee make a new account in epost website. Recharge your epost account. This website can be used to sent hardcopy of your RTI to respective RTI office. You can upload your RTI PDF file in it or you can write your RTI. They will charge fee as per page of your RTI.

This webite can also be used to send first appeal.
