5. Power to exempt
Where the Chief Inspector is satisfied that in any particular circumstances all or any of the provisions in these regulations not necessary for the protection of persons or property he may grant an exemption in joining for all or any of such provisions in such cases and to such extent and subject to such conditions as he may specify.
